This is a handicap event.  The runners are asked to "handicap" themselves by estimating 
the time they think it will take them to run the 7 mile course.  Then they are sent off 
from the starting line according to their estimates.  The clock is started assuming a 
70:00 minute run, so the handicap time listed is the amount of time the clock has been 
running before the runner leaves the starting line.  Most runners wait until the clock 
has run for the "handicap" amount of time before they leave the start.  Some of the 
runners leave the start at the same time the clock is started and they do not have a 
handicap at all.  Still others, leave BEFORE the clock has started and they time 
themselves (are you confused yet?)  The runners who crossed the finish line in 1st, 
2nd, 3rd and 5th places all left the start before the official clock was started.  They
handicapped and timed themselves.
